Mr. Rouse is Vice President and Legal Counsel for the Technology Licensing division of Qualcomm. His focus is on Standards Intellectual Property rights policies, laws, rules and regulations. He has provided legal counsel to Qualcomm for twenty years in various roles including Chief Patent Counsel, and has contributed to the company in many areas of Intellectual Property law including patent prosecution, portfolio management, litigation, licensing and negotiation, and new technology/licensing opportunity assessment in addition to IP policy.
Prior to joining Qualcomm, Mr. Rouse represented large corporate clients in his practice at the Intellectual Property Law Firm of Lyon & Lyon.
Graduated from Loyola University School of Law (JD), UCLA Graduate School of Management (MBA with concentration in finance), and UCLA College of Engineering (BSEE), Mr. Rouse has been admitted to practice law in California, and is a registered U.S. Patent Attorney.
